Performance assessment is a way of measuring contributions from individuals in organizations and companies. The results of performance appraisal can indicate whether the employee has met the demands of the company, both in terms of quality or quantity. Providing less effective incentives can affect employee work performance and result in low employee motivation. This study aims to analyze the effect of performance appraisal and incentives on the performance of educational staff in the ITS environment, analyze the effect of performance appraisal and incentives on the motivation of educational staff in the ITS environment, and to analyze the effect of motivation on the performance of educational staff in ITS environment. The approach of this research is to use Explanatory Research with a quantitative approach. The method of collecting data with the survey method is by using a questionnaire distributed to 292 civil servant education staff in the ITS environment with 1,083 education staff. The analysis technique used is the Structural Equation Model (SEM) with the AMOS program (Analysis of Moment Strucures). The results of the study concluded that there was a significant effect of performance appraisal on the performance of education personnel in the ITS environment because the CR value was 2.147, with a p-value of 0.032. There is no significant effect of incentives on the performance of education personnel in the ITS environment because the CR value is 1,244, with a p-value of 0.741. There is a significant effect of performance appraisal and incentives on the motivation of education staff in the ITS environment because the CR values are 10.243 and 5.235, respectively, with a value of p-value to 0.000. And there is a significant effect of motivation on the performance of education personnel in the ITS environment because the CR value is 3.184, with a p-value of 0.001.
